Usually, there is only one color per edge and there are some settings which give distinct colors per lane (i.e. 'color by param (numerical, lanewise)'). Thus, if you need colors that vary after 250m, I'd recommend to split your edge so each one is 250m long. See also https://sumo.dlr.de/docs/sumo-gui.html#visualizing_edge-related_data
There is one setting for getting more fine grained coloring: "color by height at geometry-segment start'. This permits setting a progression of colors for a sloped edge with geometry points in the desired spacing. regards, Jakob Am Fr., 6.
