1. you can randomize number of lanes (for all network types) by setting options --default.lanenumber MAXNUM --rand.random-lanenumber
The latest development version also supports option --random-type (together with option --type-files) 2. You can use option --tls.guess --tls.guess.threshold FLOAT. This uses the sum of incoming lane speeds to decide whether an intersection gets a tls or not.
