There was a bug in setStopParameter with regard to 'triggered' and 'expected'. (https://github.com/eclipse/sumo/issues/12664) You can obtain a fixed version tomorrow at https://sumo.dlr.de/docs/Downloads.php#nightly_snapshots or by building sumo yourself from the latest github sources.
