The bug is now fixed (https://github.com/eclipse/sumo/issues/13264) As a work-around you could also shift your network so that the lower left corner (convBoundary in <location>) is at 0,0: netconvert -s net08.05.net.xml -o net2.net.xml --offset.x -3991.27 --offset.y -7094.43
