Quite strange! Below is what I would expect the command line window for
webwizard took like:

any errors that would cause "recovering" in the webbrowser should be listed
here.

Please try calling
python "%sumo_home%\tools\osmWebWizard.py" 2>&1 > wizardlog.txt

and then check the contents of wizardlog.txt
