you can use Calibrator items
<https://sumo.dlr.de/docs/Simulation/Calibrator.html#calibrating_vehicle_types> 
to make vehicles change their vehicle type at a defined location. This 
would get you the desired effect.

Dear all, 
I have a network that includes multiple road types, from small streets to 
highways therefore I need to implement the car-following parameters in an 
edge-wise manner. Currently, those parameters are set in my route file as 
properties of vehicles and are consistent throughout the trip regardless of 
the road type the vehicles are on. Can anyone let me know if it's possible 
to make vehicles change their behavior during the trip based on the edge 
they are on?
