1. No, during the iteration itself but you can view any single iteration afterwards by loading the .sumocfg file in the iteration folder 2. It's not common but still possible if the "fastest-path-in-the-empty-network"-routes happen to be the best. Though eventually, the iterations should rediscover the initial solution.
