Hi, I suppose you want all vehicles to start on the same road, so it is probably the road capacity which puts the limit together with the depart parameters. You can tweak the former by adding more lanes and the latter are explained here http://sumo-sim.org/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#A_Vehicle.27s_depart_and_arrival_parameter
