I'm going to simplify the problem statement, please help me out if this
makes sense.

My goal is this -

Look at the lane density of each lane (say 4 lanes) intersecting at a
junction, and allow the lane with the highest density through , assuming
that the cars/vehicles on all lanes are able to communicate with each other.
--------------

Say N-S lane has a higher density but the traffic light is RED , it should
still go through because the lead vehicle at N-S intersection has
communicated to W-E lead vehicle that lane density is higher on N-S
direction.


For this purpose,

*---do i need TraCI or TraNS ?*


*i need to override the 'RED' traffic light in case lane density for that
lane is high compared to others.*

*--- will TraCI suffice if i just use the Python script as the controller
(instead of NS2)  , and make the intersection to NOT have a traffic signal?*
