Veins 2.1 is compatible with SUMO versions up to (and including) the SUMO 0.17 release. It is not compatible with SUMO 0.18 and newer, but we're working on a new release. That said, if you do not want to wait - and if you do not need the ability to add vehicles in a running simulation - you can easily hack Veins to support SUMO 0.19. In the Veins example's erlangen.net.xml, change the last line from <roundabout nodes="25504677 25504680 25504689 25504695"/> to <roundabout nodes="25504677 25504680 25504689 25504695" edges="4900041#0 4900041#1 4900041#2 4900041#3"/> Then, change TraCIScenarioManager.cc to also allow (apiVersion == 6) or (apiVersion == 7).
