Hi, there are actually some "hard coded" latin1 characters in this file, may be they got mangled up in the release packaging although we never had this problem before. Did you use the zip or the tar.gz? Could you try with a fresh svn checkout (which is always a good idea when trying to develop on sumo)? For a hot fix simply look into the file and fix the umlauts by hand.
