Dear Yu.

At the beginning of the code, there is a line like this: import
traci.constants. Strictly, traci is a Matlab package with its associated
namespace. In that line, you are telling Matlab to load the traci
constants.

Additional to the information provided by Jakob (thank you btw), if you
want more information about the traci functions, you can type help traci.
Moreover, if you need to use other functions for the SUMO objects so you
can retrieve more information than the occupancy, you can type help
<sumo_object>, where sumo_object is one of the following: edge, gui,
inductionloop, junction, lane, multientryexit, poi, polygon, route,
simulation, trafficlights, vehicle, vehicletype; a list of the functions
for the corresponding object is retrieved.

Finally, if you want even more information about how traci works, i
recommend http://sumo-sim.org/userdoc/TraCI.html
