I have a very basic network with two links (3 lane freeway and 1 lane ramp) and one merge movement. The ramp link has higher priority than freeway, 4 vs 3. However, curs get stuck on the freeway in front of the merge intersection with the ramp. Here is how it looks in the gui: http://goo.gl/2t0Eom. I am using version 0.19.0 on windows 8 machine.
