Hello,
the gap that is required between vehicles depends on the following vType
parameters:

minGap, tau, decel

SUMO is quite conservative, demanding that an inserted vehicle must be able
to stop with a distance of minGap even if the predecessar starts braking
with decel to a full stop when the inserted vehicle has a reaction time of
tau to start braking itself. (even if this behavior is quite unlikely).
As an additional problem vehicles are only inserted at full seconds if the
gap after 2 seconds is a tiny bit to small a large gap (larger than needed)
will be used after 3 seconds. You can avoid this by using a reduced value
of --step-time or inserting at the next free position (attribute
departPos="free")
