Hello, the 0.17.0 version of the scenario does not contain the exact changes described in [1] but it has some similar changes (i.e. complex junctions joined into simpler junctions). To overcome the (many) remaining problems with the network ( http://sumo-sim.org/userdoc/Data/Scenarios/TAPASCologne.html#Quality) the scenario runs with --scale 0.3 which means only 30% of the vehicles are actually used to avoid jamming the whole network. Possibly, the heuristics for network building along with improvements in the simulation code would allow much higher demand to be put on the network but we didn't yet find the time to update the scenario for 0.20.0
