I modified the maxSpeed of an internal lane (set it low) and/or the effort of the corresponding edge (set it high).
I then used reroute in traci to attempt to change the route of vehicles that use that internal lane. I tried rerouting with both effort and traveltime. Unfortunately, I can't seem to get the vehicles not to use the internal lane (i'd like them to find an alternate path entirely because of this lane/edge). Please note that I have verified that the internal lanes/edges did correctly set maxspeed/effort respectively.
