most likely your network was congested or the vehicle attributes were
unsuited to realizing the desired flow. In this case vehicles are kept in
an insertion buffer until there is enough space on the road. First, check
your network for congestion (a typical cause in urban scenarios are invalid
traffic light programs. Then see
