Hello, i don't know if threre is an option command when using netconvert maybe you should check: http://sumo-sim.org/userdoc/Networks/Import/OpenStreetMap.htmlor more info on this. But what you can do is to check the .net file you created from the openstreetmap.org, get from sumo the id of the rail segment you want to stop vehicles from entering and delete the corresponding connections, then vehicles wll not be able to use those segments.
