Hello,
the Krauss model uses the maximum possible speed which allows safe stopping
after reaction time tau if the leader suddenly starts braking hard to a
full stop. The exact formula to obtain that speed depends on the movement
rules of the simulation. You can find a description here:

Due to the discontinuous nature of the speeds in sumo, the formula needs to
deal with discretization issues to achieve collision-free dynamics.
