You may use the 'entered' attribute of the  laneData-output for the lane
after the junction (see
http://sumo-sim.org/wiki/Simulation/Output/Lane-_or_Edge-based_Traffic_Measures)
If you need the value at runtime you need to query the lane for new
vehicles in every step via TraCI.
