You should probably set up your build environment under Windows first using http://sumo-sim.org/wiki/Installing/Windows_Build You will have downloaded the src release in the process. Then have a look at src/traci-server/TraCIServerAPI_Vehicle.cpp and try to copy one of the existing methods of retrieving vehicle data. Get back to the devel list if you have any questions.
