I'm not an expert. But I would look at using a python traci client to
look for state changes at each step, or look at a sumo log file and look
for changes.
If using traci, starting with one of the runner.py files you will find
in the distro should get you started very quickly. On Linux and Mac
there is an update in the latest repo code which will get it to run. Or
check the mailing list archives for a description of the problem and an
easy workaround.
Others may have better suggestions...
