The decals are totally inaccessible via TraCI at the moment. At first I thought you could fake something via adding /removing / layering POIs (because they can have an image file as well) but they cannot be added with an image file via traci and you cannot change their layer as well. So the only workaround might be to add all POIs in advance (in the correct order / layering in an XML file) and then remove them one by one via TraCI. If you give (small enough) negative layer numbers they should be drawn in the background. Same as above, yes you can load multiple viewsettings but changing between them won't affect decals.
