The debian / ubuntu repositories are not maintained by me so I can only
guess that the repo always contains the version which was the most
recent one back then. Furthermore it does not to be necessary to use the
ppa: http://ubuntuforums.org/showthread.php?t=2230793.
Probably it is easiest to compile sumo by yourself just download the
sources and follow the usual configure & make process.
