Hi Ben Postance,
you need to use sumo/tools/district/edgesInDistricts.py for that. Simply
provide the network and the polygon file as network files and it will
write a TAZ file. It has also some options for handling edges which are
in more than one TAZ, but has unfortunately no other docu than the
"--help" output (and the source code ;-))
