Hi,
and that is exactly the reason why they behave like that in sumo.
Actually we put a lot of effort into that topic because if you do not
respect this rule it is very easy to generate a gridlock. I don't think
you can force sumo to not obey this rule except if you move the vehicle
"manually" forward using traci.
