Hi,
Krauss suggests 0.4 here:
http://www.sumo.dlr.de/wiki/Publications#The_car-following_model_by_Stefan_Krau.C3.9F,
we usually stick with the default of 0.5.
It may also depend on the type of scenario (rural vs. urban).
