Hi Deborah, it is not the vType but the vClass which decides the permissions, see here http://sumo.dlr.de/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#Abstract_Vehicle_Class. So you should add vClass="bus" to your vType definition.
