Hi,
it appears none of the developers can easily answer that question. One
would have to look deep into the HBEFA3 documentation to figure out the
exact composition of the fleet segment that is modeled by that class. I
would assume it is the averaged emissions for all vehicles that do not use
diesel or gasoline (in the reference region for the reference year). I also
don't know whether there are more fine-grained classes that decompose the
alternative fleet such as hybrids.
I've opened up ticket for amending the documentation but it may take a
while till this is done.
