Hi Zheng Lu, the general policy at the moment is that you need to contribute something significant either to the SUMO code, documentation or scenarios in order to get the full data set. If you can spare some time to improve the quality of the TAPAS-Cologne-scenario or maybe fix a ticket or two this would help the community a lot.
