Dear Sean, You can use TraCI and lane detectors for this. See http://sumo.dlr.de/wiki/TraCI/Lane_Area_Detector_Value_Retrieval and http://sumo.dlr.de/wiki/Simulation/Output/Lanearea_Detectors_(E2).
Maybe this can also be done with just Lane Detectors and without TraCI, but I'm not sure about that.
