There is no general method with which to assign the weights or validate them against the real world (I suppose that is what you mean by confirm), unless you have real access to departure data (but then you would not need od2trips anyway). Most of the time we invent some factors such that major streets get more departures / arrivals (say by factor 2) or simply keep the default.
