It means that you did not begin your message with a compound type byte as specified at http://sumo.dlr.de/wiki/TraCI/Change_Vehicle_State. See http://sumo.dlr.de/wiki/TraCI/Protocol#Data_types. If you are unsure how to use TraCI, I recommend using an existing client library: http://sumo.dlr.de/wiki/TraCI#Interfaces_by_Programming_Language
