Sure. See http://sumo.dlr.de/wiki/Networks/Import/OpenStreetMap#Recommended_Typemaps. Feel free to modify those typemaps. For altering a selection of edges efficiently, I recommend Netedit (see http://sumo.dlr.de/wiki/NETEDIT#Select). Use the development version to get Netedit.
