You can communicate with SUMO via the TraCI API. Clients in several
languages already exist. See http://sumo.dlr.de/wiki/TraCI
You may have to write some middle-ware. Similar projects exist to couple
SUMO with other network simulators (i.e. http://veins.car2x.org/)
