Hello, the rules for determining right-of-way are described at http://sumo.dlr.de/wiki/Networks/Building_Networks_from_own_XML-descriptions#Right-of-way the intersection behavior is described at http://sumo.dlr.de/wiki/Simulation/VehicleSpeed#Intersections You can customize it to some degree via a vehicles 'impatience' and via its car-following model and parameters but there is potential for additional customization to be implemented.
