SUMO does change quite a bit from version to version (see http://sumo.dlr.de/wiki/ChangeLog). When we fix a bug related to network-building, intersection behavior or lane-changing, it potentially changes the traffic dynamics of a scenario and affects all vehicles. Furthermore, in a congested situation, traffic is quite chaotic and small differences can have large effects. I recommend using the latest version whenever possible and reporting any unrealistic/implausible behavior you observe. Version 0.19.0 contains many important fixes to lane-changing and I recommend against using 0.16.0 if 0.19.0 can be used instead.
