Hi Cafer,

go to the run.sumo.cfg file of the scenario you start from Matlab and add the 
following inside the <configuration> </configuration> tags:

<traci_server>
  <remote-port value="8813"/>
</traci_server>

Also make sure that 8813 and not 8873 is the port being used.
