Vehicle lane choice depends strongly on the strategic value of the lane for continuing the route. If the hard shoulder ends at some point (forcing vehicles to change lanes again) this could discourage them from using the extra lane in some cases. You can circumvent this by either a) adding an extra connection from the hard shoulder back onto the continuing edge b setting the node type to 'zipper' where the hard shoulder ends
