Stopping could occur due to intersection type ("priority_stop", or
"alway_stop"). Please track the vehicle in SUMO-GUI and determine where it
stops. If the reason does not become apparent, submit your scenario as a
bug report (see

timeLoss is accumulated by driving below the maximum speed which is also
