Yes, road segment seems to be in your case what we call an edge, so a part of a street connecting two junctions which does not include changes to any relevant parameters like number of lanes or maximum speed. Sometimes we use the term segment also for a straight line part of the road geometry or for a fixed length part in the queuing model so don't be confused by that.
