I would like to modify the behaviors of vehicles with respect to
neighboring vehicles and would rather not use a full-fledged network
simulator.

Regarding the raw simulation output in which vehicle positions and
velocities are given for each time step, is the output file written to at
every time step or all at once after the simulation terminates? In other
words, is it possible to access the position and velocity information of
all vehicles while the simulation is live so that vehicles behaviors can be
modified based on this information at every time step?

If I am approaching this from the wrong angle or if there is an existing
utility that does this easily, please let me know.
