option 1: you do not change the network file but rather load an alternative plans via an additional file as explained here: http://sumo.dlr.de/wiki/Simulation/Traffic_Lights option 2: you download sumo 0.25.0 and use netedit to adapt the plan with a visual editor (networks are backward compatible with 0.23.0 as well).
