Hi, assuming you mean by road segment the same thing the sumo net calls edge: For the speed simply calculate the average speed of the vehicles where the lane attribute only differs in the last number (the lane index). For the density you will need the network and the vehicle types because the length of the lane and the length of the vehicles are not stored in the fcd file. If you have this values you can sum up the vehicle lengths and divide by the lane length.
