Yes. Speeds are imported from OSM whenever possible. If the info isn't in
OSM, a default is used based on the road type and a default type map file
(can be customized)

By adding the netconvert option --plain-output-prefix you get a simplified
output format with the suffix .edg.xml that contains the needed
information. This can be converted to csv and read with Excel if you are so
inclined (http://sumo.dlr.de/wiki/Tools/Xml#xml2csv.py)
