1) yes. Note, that you have to adapt the include paths in TraCIAPI.h and
.cpp
2) the paths on the wiki page have been corrected. Its
src/utils/traci/TraCIAPI.h
3) Example code is in
*src/traci_testclient/TraCITestClient.cpp*
