Unfortunately, the getLeader() function is not available in traci4j, only in Traas. The closest thing you can do is retrieve all vehicles that are on the same lane and compare positions. You may then have to retrieve additional lanes ahead of the vehicle and do the same. This it also difficult in traci4j since you can only retrieve the edges of the route but not the lanes (which are determined on the fly).
