Hello,
there are several alternative ways to create sudden braking of a vehicle
(in order of difficulty):
- specify a stop for that vehicle in the input files (
http://sumo.dlr.de/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#Stops
)
- use the TraCI API to send a braking command from an external application (
http://sumo.dlr.de/wiki/TraCI)
- implement your own car-following model with arbitrary movement dynamics (
http://sumo.dlr.de/wiki/Developer/How_To/Car-Following_Model)

regards,
Jakob
