sorry for the delay. I am reinserting the list because others might be
interested too.
Marouter insists on having a district file but you could try generating
an artificial one giving one taz for every edge. It is able to read
trips and vehicles with routes though. It will aggregate them into the
districts but this will have no effect when your districts are single edges.
