Hi. I am using a rather recent svn head build, on Linux Ubuntu xenial. As I just found out when loading the tutorial file in "sumo/tests/complex/tutorial/traci_tls/data/cross.net.xml" the open-File dialog's scroll bar shows similar behavior, only inversed: * it is always possible to scroll down with the mouse * but it is barely possible to scroll back up
My Windows installation of packaged 0.28 shows no such effects. So this problem is maybe connected to the GUI library and its communication with the Ubuntu desktop environment or X-server? thanks, let me know if I can help. Gerald.
